THE LICENCE FOR five vehicles and three trailers held by Meigle, Perthshire-based Gavin Millar was revoked by Scottish Traffic Commissioner Joan Aitken when he failed to attend an Edinburgh disciplinary inquiry. However, the TC delayed the implementation of her decision for four weeks to give Millar the chance to re-apply for a licence.

The TC said Millar had asked for an adjournment on the grounds that he had booked a holiday. He was asked to provide evidence of the holiday booking but had failed to do so. He had also failed to provide evidence of his financial standing to the public inquiry.

Vehicle examiner Alick Williams said that on 30 September an immediate S-marked prohibition had been issued to a vehicle for tyre defects which should have been picked up by the driver's check.

On 26 February he had inspected an artic that Millar drove into the yard, issuing the semi-trailer with an immediate prohibition for seven defects. Wings had been tied on with rope; parts were hanging by electrical cabling; and brakes were maladjusted.

He asked to see the maintenance records but was told that they were not available. He returned the following day when some records were available but there were no driver defect books. Millar had said he would have to make a further appointment to see the records. He did not return as he believed Millar was using delaying tactics.

Revoking the licence, the TC said she had a serious doubt about Millar's commitment to an operator's responsibilities.
