I am writing on behalf of legitimate operators in my town.
You would be surprised to find how many skip operators run without an Operator's Licence. I often read the legal news Pages in Commercial Motor and see stories of various operators having their licences revoked for not complying with conditions or for running illegally.
However, when I complain to Vehicle Inspectorate examiners, nothing seems to be done.
Recently an operator caught with no 0-licence, committing tachograph offences, operating from a council house (ie parking his wagon in the drive), leaving skips on the pavement (which is still going on), now applies for an 0-licence and is granted one. Obviously running a firm in this fashion is what enables him to afford a quarter-page ad in the Yellow Pages.
What is wrong with the system? And why are they allowed to get their lorries tested? Surely the VI could refuse tests, or could follow up on vehicles that are presented for test with no 0-licence?
I hope that you will print this letter, otherwise I will feel let down yet again.
