Off-road 'is not driving time' says Vasa

THE ROAD HAULAGE Association (RHA) has been assured byVosa that driving off the public road does not have to be recorded as driving time for the purpose of the new hours regs.
Vosa says the movements which do not need to be recorded as driving time include: • A truck moving a load on a journey starting and finishing within a site which does not involve using the public highway • A tractor unit moving within a distribution depot after it has been uncoupled from a trailer, up to the point that it re-couples to that or another trailer.
Jack Semple, RHA head of policy, says: "This will be very welcome by some operators, though it is not going to have a huge impact on the industry.
"Vosa has now given more clarification as to how it understands some of the regulations. There are still one or two issues with a number of details which are not clear in the regulations, and we are continuing to pursue clarification."
• The RHA has called on the Highways Agency to stop the implementation of two LGV overtaking bans on the Al(M) which are due to start on 28 Mardi, Semple says: "The overtaking han on the M42 was supposed to be a test — but no one has so far discussed the results of the trials. This is very unsatisfactory."
