Who watches the watchmen? Answer: Mark Hinchilffe. As deputy president of the health, education and social care chamber of the First-tier Tribunal, he hears many appeals against
the Traffic Commissioners' actions, According to his page on the Judicial Appointments Commission website, he became a judge "because I wanted to make the right decisions, based on evidence".
And for the most part, he finds in favour of the ICs, but every now and then he finds in favour of the appellant, and when he does, boy does he! His rebuke of Western TC Sarah Bell in the Shaun Taylor case (CM 11 November) was nothing short of shocking; he said: 'A number of evidential features were either ignored in the decision, or received only cursory acknowledgment.
"Regrettably, the whole flavour of the transcripts is of a somewhat unstructured RI, with very little clear focus or direction.'
