Which of the following most accurately describes the problem?

THE suggestion is made by Mr. W. S. Fi nlayso n . A.M nst. T. , of Liverpool, who has had considerable experience in the operation of parcels-delivery vehicles, that where vehicles are pooled under schemes for the rationalization of deliveries, all the vehicles in the pool should be left in commission, and that running should be divided over all the vehicles in the pool.

Only actual vehicle strength, approved under the scheme, would operate at any one time, and whilst some units would stand by (in commission), they would not be laid up.

Mr. Finlayson's proposals are as follow:—
