In fact, it has come to the point that every form of waste must be stringently eliminated, and we must be very careful not to indulge in one form of waste in endeavouring to prevent another. For example, the issue of thousands of pamphlets in connection with the saving of paper or of other materials is certainly not an indication of the real scarcity of the former.
