Which of the following most accurately describes the problem?

REFERRING to our note regarding the removal of the Purchase Tax on tyres, which we included in our issue for last week, we did not give a date for this removal, but said that " these troubles will come to an end." Actually, whilst the Treasury issued a notice in the " London Gazette " of January. 9 that it considers making an Order tu this effect, it cannot do so until 14 days after this notice has been published, and the Order requires the approval of the House of Commons. The reason for this move, is fairly obvious. The sale of tyres for nonessential purposes was to be discouraged. Now, new tyres cannot be issued unless they are necessary to the war effort or to the national welfare, therefore the justification for the tax no longer exists.
