IN A WRITTEN representatiol the Transport Tribunal has e] plained its decision to allow th appeal of M&B Transport Stockport (CM, September 18).
The Manchester Licensin Authority revoked the cart

The LA was thereby sayir that the convictions in then selves meant that they would t of bad repute until the convi tions were spent. This is wror in law, the Transport Tribun pointed out.
"The convictions are merely factor, and an important factc to be taken into account in detE mining whether a person is good repute," the Tribunal saic "But by positive efforts a jar son may acquire a good reput tion in the community long b fore convictions recordc against him become spent und the Rehabilitation of Offende Act."
