ra large extent local education authorities regarded themselves as bound, or at least guided, by a Ministry circular which advised certain mileages for school transport, said Mr. Raymond Gower (Cons. Barry) in the Commons.
Distance might be a good rough and ready guide in most cases, but there were cases where it was a very poor guide, pointed out Mr. Gower, and he urged that school transport should be provided for short distances where there were dangerous road conditions. There was no excuse for any local authority being in doubt about the Department's advice, replied Mr. Edward Redhead, Minister of State for Education and Science. Last February local authorities were reminded of the need to review transport arrangements from time to time.
