• A fifth of South Wales' traffic police could be switched to foot patrols due to a budget crisis.
The traffic department's loss of 52 officers and 13 patrol cars would save an estimated £280,000. This drastic measure is one of a range of options considered by the police authority this week The force faces a £14 million gap in its 1994/95 budget.
Details of the cutbacks in the traffic department were in a confidential memo leaked to the Welsh press. South Wales police claim that the three county councils that fund it have not provided the 4.7% budget increase promised by the Welsh Office. The councils argue that they will be rate-capped if they exceed the 1.75% budget increase allowed by central government.
