• The Government's "railway revolution" for freight looks set to begin unnoticed next week as private train operators fail to upset the goods market.
The new breed of private train operator—allowed to operate from 1 April—is not expected to be stealing traffic from hauliers or British Rail's freight companies until at least the end of the year.
Rail freight lobby organisation Rail Freight Group blames the delay on British Rail's refusal to sell surplus locomotives to the private sector. New trains are more costly and from order to delivery can easily take a year.
