rrHE Minister of Transport has J. announced his decision in . the appeals of Mr. F. Brazendale and 45 others, against the refusal of the North-Western Traffic Commissioners to authorize the continuance of the scheme for the . inter-availability of picking-up points amongst operators of excursions and tours from Manchester and Salfdrd.
Appeal Order No. 9, 1933, was made in the knowledge that this scheme was in operation. In pursuance of that Order, the Commissioners imposed a condition on each of the appellants' licences limiting the maximum number of vehicle journeys to be operated to each of some 20 destinations, to a figure based on the average number run in 1930 and 1931, when this scheme was in operation. It was represented that it was inequitable to discontinue the scheme without adjusting the restrictions. imposed upon the number of vehicle journeys.
The Commissioners withdrew their approval of the scheme because of the " alleged lack of goodwill on the part of the operators concerned, without which they could not retain adequate control over the services.
The Minister has decided to make no Order. He observes, however, that the Commissioners see considerable merit hi. the principle of the scheme and are not opposed to its reintroduction, possibly in some other form, provided that they can be assured of the goodwill of the operators.
The chairman has stated that he could draw up a scheme, if he were sure the operators would observe it. An assurance has been given, and the Minister hopes that the Commissioners may find it possible, in co-operation with the operators, to evolve a practical scheme for the group of excursions and tours.
