Which of the following most accurately describes the problem?

• The Minister for Transport Industries has sent a congratulatory message to the chairman of the National Freight Corporation following the first profitable month's trading by National Carriers Ltd (as recorded in CM last week).

NCL's tradingsurplus in October was about £100,000 -an achievement which is seen as a milestone in the company's efforts to reduce the heavy deficit inherited from the former BR Sundries Division. Each year NCL has needed less of the deficit grant allocated under the 1968 Transport Act.

The Minister writes: "You all have every reason to be proud of this achievement after years of loss-making. It is not just a matter of commercial effort, vital though this has been. It is a reflection of the hard work put in by all and a credit to management and unions".
