Which of the following most accurately describes the problem?

• South Wales Licensing Authority John Mervyn Pugh has adjourned consideration of an application by a former director of Caerphilly Transport for a full licence in his own name until next February. And Pugh has allowed him to continue operating under interim authority.

Terence Varley, trading as PR Truckline of Cowbridge in South Glamorgan, had applied for a new international licence for five trucks and five trailers based at the Van Industrial Park in Caerphilly. Varley said that he had resigned as a director of Caerphilly Transport in June this year. He accepted that he was liable for a £90,000 bank loan guarantee, but assured the LA that there were sufficient assets to meet that amount.

He had purchased two vehicles for cash and on hire purchase in anticipation of the licence being granted, said Varley. His financial commitments should be finalised by the end of January and he would be satisfied with a short-term licence.
