THE Institute of Road Transport Engineers should maintain its independence and vitality, said the retiring president, Earl Howe, at the agm last week. He felt that the Institute's membership grades were an accurate measure of a member's ability—better than the qualifications procedure which the Engineers Registration Board was trying to enforce.
