Which of the following most accurately describes the problem?

0 out of a dozen women employees appeared in the North Western traffic court in Manchester on Monday to support an application by Farrells Taxi Service. It was seeking to operate a minibus on an express carriage service between St. Helens and the Huntley and Palmer's factory at Huyton Quarry, Liverpool.

The application was opposed by Crosville Motor Services Ltd. and St. Helens Corporation who run a joint service for Huntley and Palmer employees during the pre-Christmas period when extra staff are engaged. This service had restarted this week.

But it is a condition of their licence that after the seasonal rush, these two operators may temporarily cease running the service, at the direction of the company, which guarantees a minimum payment to them.

Mr. T. K. Farrell had been carrying a few people, employed all the year round, in his minibus and they were willing to support the service—without a Huntley and Palmer guarantee.

The Traffic Commissioners were told that there were connecting services which they could use but they were unreliable and offered poor link-up times. The Chairman of the Commissioners said that they felt obliged to contact Huntley and Palmer before giving a decision.
