• The failure rate of HGVs in the annual test has gone down, the Vehicle Inspectorate's yearly report will reveal this week.
Fewer HGVs fell short of the standard in the year to 31 March 1991 than in the previous 12 months. The success rate for light goods vehicles changed little.
The report, which is clue out today (Thursday), says the VI is increasing its efficiency.
It became a semi-independent executive agency in 1988.
The document does not cover the period since the VI merged with the traffic examiners' operation, which until 1 April came under the control of traffic areas. The VI also became a "trading fund", responsible for making money, on that date.
Last year's report showed that brake tests were the most common cause of annual test failure. Failure rates for HGVs were 31.2%, compared with 31.5% in 1988/89.
