• Letter post competition will be increased between the Post Office and parcels carriers, and weekend and evening HGV driving tests could become the norm under the Government's Citizen's Charter, unveiled this week.
The Post Office's letter monopoly will be weakened as rival couriers have their minimum £1 first class charge reduced to nearer the cost of a first-class stamp.
The Driving Standards Agency says it is considering introducing HGV driving tests on Saturdays, Sundays, and summer evenings, depending on demand — although it has no immediate plans to do so.
Roadwork contractors will also be given incentives to complete work quickly under the proposals. Prime Minister John Major re-iterated his plan to privatise London Buses as soon as possible.
