Since January 1998 Highway Haulage has received immediate prohibitions for loose wheel nuts, a seized load sensing valve and two inoperative automatic slack adjusters. At a public inquiry in August 1997, Highway undertook to use an approved contractor to make six-weekly fleet safety checks. This was done only on an "ad hoc basis" and its own fitter carried out many of the checks.
North East Deputy TC Mark Hinchcliffe warned the company that this, with the "extremely serious" poor maintenance record, meant Highway took the appearance on paper of a cowboy firm.
