I J The EC Commission is proposing new laws governing rail freight in which an authority in each member state will issue licences to private rail freight oper
ators. In order to obtain a licence to operate, private rail carriers will have to meet the requirements of good repute, financial fitness and professional competence.
Applicants granted a licence will then have to apply to the USE affirming safety conditions have been met. If successful, the operator then applies to RaiItrack to bid for time to use the track. Fees charged for the use of the track must not be abusively high and must not discriminate between different operators, the Directive says.
