• The Government is preparing the ground to introduce its controversial policy of road pricing, which could now be introduced by the end of the decade.
At a conference in London last week organised by the Public and Local Service Efficiency Campaign, Transport Secretary John MacGregor told delegates that road pricing could bring "substantial benefits" to business.
Companies were suffering dearly from congestion which was adding to their transport costs, he added.
