• Fears that passengers who have changed to bus services after rail closures, may after two years find themselves without any service are expressed in two of the annual reports of Transport Users Consultative Committees.
The Wales and Monmouthshire Committee expresses its concern at the announcement of the then Minister of Transport in May 1966 that a limit of two years has been placed on the period during which the National Bus Company must seek his approval before reducing or withdrawing buses taking the place of closed rail services.
"This change of procedure," it states, "has undermined assurances given in the past that alternative services could not be withdrawn without the Minister's consent."
The Committee for Great Britain makes a similar point and adds that it is greatly concerned to find that after two years from the date of a railway closure the special services replacing it are, under revised procedure, to be regarded as part of the general public transport system.
