• The Goods Vehicles (Operators' Licences) (Temporary Use in Great Britain) Regulations 1970 were yesterday laid before Parliament. Coming into operation on March 1, they exempt a foreign haulier from the need to obtain an operator's licence where, under a bilateral agreement with his own country, he is already exempted from the need for a carrier's licence. Hauliers from countries with no bilateral agreement may obtain short period operator's licences valid up to three months, under a simplified procedure.
