lorry which could be used for towing. All the vehicles are kept in part of a bus garage, but it is necessary to move, some of them on the highway from time to time. Is it possible for the group to obtain trade plates either for the lorry or to cover the other vehicles?
A It is unlikely that a bus pre servation group will qualify for the issue of trade plates. The issue of a trade licence is provided for in Section 16 of the Vehicles (Excise) Act 1971. Here it is restricted to "a motor trader" or "a vehicle tester".
These terms are defined in Subsection (8) as being "a manufacturer or repairer of, or dealer in, mechanically propelled vehicles; and a person shall be treated for the purposes of this section as a dealer in such vehicles if he carries on a' business consisting wholly or mainly of collecting and delivering mechanically propelled vehicles and not including such activities except as a manufacturer".
A vehicle tester is defined as a "person, other than a motor trader, who regularly in the course of his business, engages in the testing on roads of mechanically propelled vehicles belonging to other persons".
Neither of these definitions could be applied to a bus preservation group.
