Which of the following most accurately describes the problem?

problem with speed cameras is their inability to make judgements. Whereas a traffic police officer can differentiate between a vehicle that is driving dangerously fast and one that is speeding but posing little threat to other road users, a machine sees only one thing — a speeding vehicle.

"In the old days, the police would give you a severe telling off and let you off with certain things. But a camera won't; it will just hit you with three points," says Arthurton.

"I would like to see more police patrols on roads like the Al 1 or the A47 because I think they are a much better deterrent.

"Speed cameras do have their place, but only in known accident black spots. Yet I've seen them installed on brand new roads where there can't possibly have been enough accidents even to know if it's a dangerous spot or not."
