Which of the following most accurately describes the problem?

• A fleet safety service plan and a new range of engine oils were announced on Tuesday by Amoco (UK), the British subsidiary of The American Standard Oil Company of Indiana.

The service plan has been developed primarily to enable operators to control the condition of vehicles in readiness for the MoT test. A wall chart, which accounts for 12 months' operation of 40 vehicles, is laid out in a week system, and the first markers added to it are those showing the date on which each vehicle is due to undergo its Ministry check. From the position of this marker others are affixed scheduling service times and the sort of service which must take place. The severity of the services builds up until a s'hort period before the test is due, when the vehicle undergoes a major checkout, Amoco has also designed a driver's logbook which includes a tear-off slip bearing a list of vital units for the driver to report upon. For workshop use the company has devised an inspection and repair checklist based on the MoT Tester's Handbook.

The three new engine oils have been developed to overcome the problems of wide temperature differences under which present day engines must operate, from motorway journeys to crawling in traffic congestion.
