The DfT has rejected trade association requests to give early Euro-5 adopters the Reduced Pollution Certificate. Louise Cole reports.
THE DEPARTMENT for Transport (MT) has said it will not include Euro-5 vehicles purchased before the inclusion of On-Board Diagnostics (OBD) in the Reduced Pollution Certificate (RFC) scheme. As a result, operators that have already invested in Euro-5 vehicles will miss out on the financial benefit.
The DfT says it wants tube sure Euro-5 trucks will comply with the emissions regulations and will therefore offer an RPC only to thosevehicles that have the enginemanagement technology.
However, the Freight Transport Association (ETA) and Road Haulage Association (RHA) arc both disappointed at the decision not to reward those who have invested in environmentally friendly trucks ahead of time, Jack Semple. director of policy at the RHA,says:"The Chancellor flagged up that he was considering an incentive for Euro-5 over a year ago, and those people who bought Euro-5 early on the back of that are now being penalised. They will be more than a little bit disillusioned.
"There has been a lack of clarity and it's taken a long time to sort out — and that's why those early adopters have been caught out."
He adds that the RHA and the FTA had suggested that those with existing Euro-5 trucks be given the RPC to reward them for taking the initiative.
However, while the government considered offering a time-limited RPC, it has decided against it citing enforcement difficulties.
Simon Chapman, chief economist at the ETA, says: —This leads to a ridiculous situation whereby those Euro-5 vehicles which qualified for the last RPC are covered and those with OBD will qualify for the next — but all those in between aren't eligible. We have explained to the DfT that those early adopters are by definition responsible operators."
The DfT is allowing vehicles which have OBD retrofitted to qualify, but the FTA says early calculation shows this to be commercially unviable.
The RPC will be available to eligible Euro-5 vehicles bought between October 2007 and September 2009 and gives af:500 VED discount to the heaviest vehicles.
