AS from June 1, 1943, supplies of laminated road springs and spring leaves through civilian trade channels may be made against only an 111.0.W.T. Certificate of Need, except in cases where Form 'M or other Government authorization has been granted.
Each Certificate, supplies of which are readily available at most garages or from the Regional Offices of the M.O.W.T., is a declaration that the parts are required for immediat3 use on a particular vehicle repair. It must he completed and signed by both operator and repairer.
Certificates so obtained will be used for stock replacement through all channels back to the spring maker; who, in future, will require to use these to obtain fresh supplies of raw material for the Maintenance of civilian and Government-owned transport vehicles (excluding those for the Fighting Services) which operate in Great Britain and Northern Ireland.
It has been decided that fleet owners of 20 vehicles and over can, in the event of springs being sent to a specialist for repair, submit Certificates of Need without quoting engine, chassis, and registration numbers of any particular vehicle, provided that the Certificate with each spring be endorsed by the owner "Authorized Fleet Owner—Maintenance -Repair." In all other cases the above particulars must be given on each Certificate for replacements to he made.
• Stockists of laminated springs other than the specialists and vehicle manufacturers must notify to the Director of Springs. Iron and Steel Control, Ashorne Hill, Leamington Spa, Warwickshire, full details of their stocks as • at May 31, and of their sales or usage during the previous three months. The Director of Springs will give consideration to cases where the stock then is considered inadequate to meet current requirements, but authority for the purchase of extra stock will be given only where real necessity is proved.
