AThe rules to which you refer are the Food
Hygiene (Markets, Stalls and Delivery Vehicles) Regulations 1966 and the Food Hygiene (Scotland) Amendment Regulations 1966. In these regulations "food" means food intended for sale or sold for human consumption including drink and substances used as ingredients in the preparation of food or drink, but does not include milk, water. live animals or birds and articles or substances used only as drugs.
The regUlationas are concerned mainly with ensuring that food remains free from contamination and contains special provisions about drivers reporting any infectious diseases which they develop. A supply of clean water, washing facilities and first aid equipment must be provided on vehicles carrying uncovered food. Additional requirements are set out for vehicles based in Scotland.
The regulations are enforced by the local Ministry of Health department who will give you the full details of the requirements.
