Bell said it was "essential" for TCs to know when transport managers resign and that it was the responsibility of transport managers as well as operators to notify her office.
"Whenever a transport manager resigns, my office will review who remains as a nominated transport manager and whether their other roles will leave sufficient time for them to exercise continuous and effective control," she added.
