Which of the following most accurately describes the problem?

completely fail to under stand why the authorities are so slow to do anything about tuck drivers imprisoned for carrying drugs in their loads.

Everybody familiar with haulage knows drivers cannot possibly check what is in their trailers every time they set off. Sometimes they are not even present when the load is put on. So why, in a supposedly civilised part of the world, does it seem that they are guilty until proved innocent? The recent case involving Stanley Allsop in France (CM 8-14August) is typical. We are supposed to be all Europeans now. So why are the French allowed to get away with keeping an innocent man inside?
