• A new system of prohibitions is expected to be introduced from November in a move that will save hauliers thousands of pounds in cancelled downtime.
For minor offences that cannot be repaired at the road side a new shorter mini-test will be introduced, saving the operator the current time-consuming preparation for a full test and the full test fee.
More serious offences will continue to require a full test at test stations for clearance.
In another improvement, if no faults are found at the road side test, vehicle examiners will be able to give a certificate which can be produced by the operator if the vehicle is stopped again within 14 days.
A vehicle examiner at another check can then decide whether to go ahead with another full inspection.
