A Department of Environment spokeswofnan says: "We are holding fire and our timing really depends on what they decide to do on the mainland."
Continuous 0-licensing, where companies buy permits for life, is also under consideration.
Driver and Vehicle Licensing Northern Ireland will be set up next week in the province as an executive agency of the DoE.
