Delay and indecision are two criticisms which cannot be levelled at the new state company, National Carriers Ltd., which replaces the British Railways Sundries Division under the terms of the Transport Act. Ten days after the first commencement order which launched the company its objectives have been stated and laudable they are (page 30).
The order of priorities for the objectives is the only thing which could be questioned—surely the profit-making objective should take pride of place.
The company has a young general manager, presents a modern image on paper at least and has been supported by an initial £5m investment. These are some of the ingredients necessary for success but it is also important that the new company's employees inherited from BR appreciate the need for a new image. If NCL management can modernize the thinking of its 35,000 plus staff then it could well attain its objectives.
