White Paper for London, and in it recognises that there is "no alternative to road transport" for freight in the capital.
It sets out plans to bring together the management of trunk roads, primary routes, red routes and the Thames crossings—and not before time, according to the Freight Transport Association.
Londoners will go to the polls on 7 May to decide whether to elect a mayor as head of a GLA with wide ranging powers, including management of the city's road network.
The White Paper says: "The GLA will acquire responsibility for a strategic London road network. It will act as both the highway authority and the traffic authority, putting an end to the current arrangement under which there is dual jurisdiction over many key London roads."
