Workers Union national officer for road transport, predicts the EU Working Time Directive will not be implemented for at least four years for "political reasons".
His comments followed a meeting with civil servants at the Department of Transport to discuss the Directive.
Now Webb is urging the Government to make sure that when legislation does take place every professional driver is included.
Webb argues that owner-drivers must be "picked up in the legislation" to prevent them gaining an unfair com petitive advantage. He wants the Vehicle Inspectorate and traffic police to be given a major role in the enforcement of the legislation.
He describes the Working Time Directive as a fine opportunity to raise standards within the transport industry and one which must not be lost.
