He said the directives, which come into effect on January 1, would complicate an operator's organisational setup, and might even limit the type of goods they carry. "It will provide no benefits for the operators, customers or the public," he added.
Mr Welsh, speaking at a meeting of Edinburgh members, warned that any company renewing its 0 licence next year would have to act quickly if it wanted exemption for experienced staff.
"Anyone who fails to apply, or who does not qualify for an exemption certificate, or who is a new entrant to the in dustry, will have to pass a professional competence examination before being allowed to operate lorries," said Mr Welsh.
Even a person who wanted to operate one lorry on a minimal weekly mileage basis would need to pass the exam said Mr Welsh.
