He's convinced that they will slash bureaucracy for hauliers, particularly the managing of changes through one Traffic Commissioner. "I can't see any downsides to it," he says. "It's a huge advantage just to have one Traffic Commissioner rather than several different ones all over the country.
"And getting rid of the 28-day grace period is also a good thing. Operators will have to specify each vehicle on the licence as soon as they get it, so there is no way of running a vehicle illegally."
Pargeter also believes the disc is largely outdated by modern verification techniques: "Not many people bother checking the disc these days. Most just assume the company is properly licensed."
