Which of the following most accurately describes the problem?

• Following the recent increase in the number of bilateral permits available for Italian journeys, (CM 18 April), the quota for German bilateral permits has now been set at 40,000, including the former quotas for co-operation permits and for road/rail users.

The move will allow some 9,000 extra journeys to Germany to be made before the end of the year.

While welcoming the decision to increase the number of German permits, Caroline Trewhitt of the FTA says that the move is more a reflection of pressure on EEC countries to raise bilateral levels following the community's failure to reach a settlement on multilateral quotas.

"The increase should go a long way to meet traffic levels," says Trewhitt.

"Even so," she continued "it does focus attention on the remaining two problem areas — Italy and Spain — where there is still a long way to go."
