Worcs 1 he tougher stance against foreign drivers who flout the law is a major plus point as far as Purshall is concerned. If nothing else, he says, it will remove some of the unfair advantages that foreign drivers have enjoyed in the UK for some time.
"In some respects it's a good idea," says Purshall. "It will enable faster processing of on-the-spot fines, and the crackdown on foreign drivers will help. All we want to be able to do is operate on a level playing field."
TM Logistics has already issued guidance to its drivers on how to follow the new procedures.
"If it's just E30, a driver might be tempted to just pay the fine. But we are urging them to speak to us first. We are reminding them that they have an obligation to inform us of any offence, and that they have a right to legal representation if they wish, which we would provide if needs be."
But Purshall does have concerns about involving VOSA in the penalty process. He argues: 'There is a danger it could be used as a means for funding rather than as a means of enforcement. That's a bit of a concern for me. I just hope it's implemented properly and not in a totally haphazard fashion."
