this is a great idea." says Pargeter, who has been a vociferous supporter of the regulations since they were first proposed. He firmly believes it will improve the standards of driving among foreign hauliers plying their trade in the UK.
"It will definitely deter them, if the penalties are enforced correctly I think word will get around among foreign drivers to be careful in the UK, or you could be hundreds of pounds out of pocket.
"If you penalise someone financially, they are more likely to think twice before they commit the same offence again. If you just say it's three points on your licence, many drivers won't care that much but if you demand up to £900, it will make quite a big difference.
"You may also find that, with foreign trucks, VOSA will have a good idea which ones are persistent offenders and will target them.
"As for VOSA's role, I don't think it will be used simply as a moneyraising exercise."
