ACCESS TO THE INDUSTRY • A regulation replacing Directive 96/26/EC will establish common rules for access to the road transport industry including: • Tougher CPC rules for transport managers with a minimum of 140 hours' training.
• Harmonisation of financial standing, • The requirement to warn operators and take action if they are falling down on their financial standing, repute or professional competence. • Recognition of road traffic infringements between member states, leading to a totalling up wherever they occur.
• A pan-EU electronic system to target offenders wherever they are.
• Accreditation of training organisations.
• The reduction of exemptions from the 0-licensing system.
• A new cabotage regime limiting access to three jobs within seven days.
