passing between EEC member states and a third country got the green light from the EEC's Council of Transport Ministers last week.
The agreement is the result of two years' negotiation between the EEC and its neighbouring European countries on rules affecting services other than scheduled routes.
Decisions on making the agreement multilateral to ensure a uniform set of rules for almost the whole of Europe had been urged by the EEC Commission.
And the agreement will be designed to provide ksystem of mutual information on offences committed by operators. It will make more work for the secretariat of the European Conference of Transport Ministers.
According to the Commission, the new agreement is to cover the whole of Western Europe and "it cannot fail to stimulate European tourism."
