Which of the following most accurately describes the problem?

LORRIES AND vans suspected of transporting illegal scrap metal were targeted by Greater Manchester Police this week, with nearly 80% of those vehicles stopped issued with fines for being overweight.

Officers flagged down 24 vehicles and issued £3,800 in fines, comprising: 19 fixed penalties for being overweight; two traffic offence reports; and two summons for drivers not having insurance. However, no illegal metal was seized during the raid.

Two vehicles were seized for driving without insurance, and four were prohibited for defects.

A police spokeswoman told CM that further crackdowns of this nature were in the pipeline.
