Which of the following most accurately describes the problem?

THE Lincolnshire Road Car Co. Ltd. has now completed seven weeks' operation of its subsidized bus experiment in the Louth area of Lincolnshire; a three months' experimental period was guaranteed jointly by the Ministry, of Transport and Lindsey County Council. (See The (ontmercial Motor, September 11.) The company's traffic manager reports that although for the first three weeks the traffic was building up it now appears to have levelled out. During the first week a. total of 91 passengers had been conveyed and this rose to 133 in the third week. But by the sixth week this number had fallen back to 121. It is known that many of the passengers carried on market days, Wednesdays and Saturdays, have been abstracted from another existing service, as the timing on the inward journey of the experimental route is more convenient.
