CHRISTOPHER HEAPS, the South-Eastern & Metropolitan Deputy Traffic Commissioner, has revoked the four-vehicle licence held by the Bexley-based Alpha Environmental Tipping Services.
He imposed the punishment on the company for using a restricted licence for the carriage of goods for hire or reward.
The DTC has also disqualified its directors, David Short and Rebecca Osborne, from holding an 0-licence for three years.
Constable Daniel Shead of the City of London Police said that a visit to the company's premises revealed no evidence of vehicles, company offices, records, officials or employees. In an interview conducted with the company secretary of Keltbray, for whom Alpha Environmental Tipping Services had carried waste, it was confirmed the controlled waste remained its property.
As a result, the waste cargo should not have been carried by an operator in possession of a restricted licence.
On 21 November, Alpha's transport manager failed to produce, on request, the driving records for the company's drivers for the month of June 2007.
The company continued in its failure to produce any records, despite further requests made on 18 September, 17 October and 7 November 2007. In March, the company pleaded guilty and was convicted of four offences of using a vehicle not specified on the licence, and one of using an operator's licence with intent to deceive.
The DTC said that evidence had also been received from the DVLA, that showed throughout the period 22 October 2007 to 29 February 2008, 10 cheques presented by the Bexley-based firm to the value of £7,960 were dishonoured and returned unpaid by the bank.
