Which of the following most accurately describes the problem?

THE Traders Road Transport Association has asked the Ministry of Health to intervene on its behalf with the Scottish Home and Health Department, over a food-vehicle marking dispute. The department has refused to amend new regulations due to come into force in July, under which all C-licensed vehicles which carry food and drink must show the address of the company's head office and the address at which the vehicle is garaged.

Similar regulations came into force in England and Wales on January 1 but exempted operators . from the garage address requirement if the vehicle carried a fleet number. The Ministry of Health introduced this exemption at the request of food vehicle operators whose vehicles are constantly being interchanged between depots.

If the Scottish Regulations are not amended, English and Welsh operators will have to mark vehicles specially whenever they are transferred to Scottish depots or make trips over the border, says the TRTA.
