ONCE AGAIN Torbay has been the Mecca for those involved in the solid waste handling industry.
Papers present to the conference this year followed a theme on the development of a national waste management programme in Britain and the EEC and covered site licensing, maximising human resources, energy from waste, identity baling and refuse collection. The conference was accompanied by the largest exhibition of equipment associated with the industry to be held in Britain.
• Eagle Engineering and Yorkshire Vehicles have combined to form Hestair Eagle Ltd of Warwick and were exhibited under this new banner for the first time.
The Eagle fietreever is a side loading refuse collector with a 12.2cum (16cuyd) capacity. It has a hydraulically operated compression barrier and is claimed to offer savings in capital investment due to its suitability for fitting on to existing chassis. The larger Compressload 50, one of three in the range of 22cum (30cuyd) 38.2cum (50cuyd) and 53.5cum (70Cu—Yd) capacities, has a load compression ratio of
approximately 4 to 1. It is mounted on a Bedford KG chassis.
The electro-hydraulic components mounted externally on the body leaves the chassis clear for more efficient servicing. Eagles cesspit emptier has now gone metric and is available with a 3,500 litre (770ga1) 4,500 litre (990ga1) or 7,000 litre 11,540ga1) tank. The Yorkshire Vehicles contribution to the stand, in the form of a 6,820 litre(1,500gal) gully cesspool emptier designed to empty street gullies up to 2.3m (7ft 6in) deep, is a non tipping tanker with ejection discharge. In the tipping sweeper range the scarifying brush is floating which enables it to absorb shocks from the bigger obstacles in street gutters. Vehicles fitted with the Eagle crew cab could be seen on the Ford, Chrysler and British Leyland stands.
Another first appearance was made by Edbro's Rolatip. It has a demountable tipper body system featuring an idependently controlled rear stabiliser allowing the system to be used on soft as well as firm 'ground. The steel skip, 5.79m (34ft) long, 1.78m (5.8ft) deep, and 2.23m (7.3ft) wide
has a capacity of.24,380kg (24 tons), 23cum (30 cuyd) rests on a subframe with a pair of rollers positioned front and rear and twin hydraulic rams which actuate a pivoting rigid gooseneck arm topped by a lifting .hook. In this instance the system was mounted on a Leyland Bison 6 x 4 chassis but is suitable for use on a wide range of others.
The Billows Triple Skip is claimed to be the only one of its kind to permit the transport of three large capacity skips on one journey, in a drawbar configuration. A special elbow hinge is incorporated in the lift arm which has a 15.2 tonne (15 ton) capacity able to handle square sided containers as well as the open or sludge type.
Glover Webb and Liversidge• Ltd exhibited the new Glover type 202 13.8cum (18cuyd) refuse body mounted on a Ford D1210 chassis allowing room for the inclusion of a crew cab. The hopper has a capacity for 1.14m (1 .5cuyd) of refuse, a compaction ratio of 4.5 to 1 and can be operated manually intermittently or continuously as needed.
The Supervac gully emptier, built to Continental standards was displayed on the Buckingham Vehicles stand. Both the water cooled exhauster and water pump are driven hydraulically and controlled from the gully pipe.
This year Multilift concentrated on the heavy end of its. chain lift range with the ML 20 rated at 20.3 tonnes (20tons) payload for a lift from ground level which is claimed to be 2tonnes (2tons) more net payload than alternative equipment available. In the 24 ton gvw range the NAL. 14 chainlift equipment was shown also on a Seddon Atkinson chassis, One local authority is said to use 'three such units with a drawbar trailer outfit capable of carrying
68.8cum (90cuyd) pulverized refuse.

A new console and oil reservoir have been lowered behind the headboard to provide a low profile while the floor section is incorporated in the bedframe for strength. The jack box is shorter than on previous models and the jack includes a redesigned pivot bearing which has enabled the overall length of the unit to be reduced. The overall effect allows the MeiIler to turn within a smaller radius.
The Skip Pak on the same stand is a self contained packer/container with a rated capacity of 7cum (9cuyd) A single phase 2hp electric motor is used to drive the self contained hydraulic power pack which can provide a packing force 'in to 19.3 tonnes (19 tons., AI'though designed for use with MeiIler skip units it Is also suitable to be handled by other types of skip handling equip
ment.
Perkins had several of its .high performance diesel engines on show. A four cylinder 4.236 unit which
develops 61 kV, (82bhp) at 2,800 rev per min stood alongside the well established 6.3542 with a power output of 89kVV 1120bhp) at 2,600 rev per min and the 6.3544 which will be available during next year. In the V8 range the V8.540 with its compact profile
and performance has already made its mark on the automotive and industrial markets.
Go Plant Ltd of Wolverhampton is to introduce the Johnson Mk 200 road suction sweeper into its large hire fleet of sweepers. The company operates from depots in Wolverhampton, London, Glasgow and Manchester. These machines are offered on long or short term hire with or without operators. The advantages are said to reduce capital outlay,: breakdown and service problems as well as the costly stocks of spares.
Expansion of the gully/cesspit emptier fleet will continue continued overleaf to be pursued with the inclusion of the new Whales combined gully/cesspit emptier which is to be offered under similar terms that exist for the hire of the sweepers.
The Dodge /Karrier municipal vehicles were represented by six models fitted with tilt cabs as standard. In the 100 series, the Commando model LA318 5.2 litre V8 petrol engine is proving popular for LPG conversion.
A Perkins 6.354 diesel engine drives through a 5-speed synchromesh gearbox to an Eaton 10 ton 18100 rear axle on the G 16 model which has a wheelbase of 4.54in 1179in). This model has the option of a four-door sevenseater crew cab and is fitted with Jack Allen's Collectomatic refuse body.
In the bulk container range, a Dodge 500 series K241 3T with a 5.08m (200in) wheelbase powered by a Perkins V8.540 engine driving through a five speed synchromesh gearbox with a pto option to an Eaton 38DT 18,3 tonnes 118ton) two speed rear bogie the bodywork is provided. by Powell Duffryn.
A battery operated street cleaning vehicle with a 2.7cum (3.5cuyd) capacity tipping side loading alloy body was shown by Smiths Electric Vehicles Ltd.
A crew cab is claimed to provide ample space for a crew of five while all round vision for the driver is enhanced by the rear entry.

The standard rectangular container has barn type discharge doors and a capacity of 30.6cum 140cuyd). With the aid of a cable connected to the tipping fulcrum it is possible to transfer loads to another container while mounted on a vehicle.
Jack Allen exhibited its' proven range of Colectromatics• including the 20/80 cubic yard openback refuse collection unit. mounted on the specially constructed 'Sam "lowline" chassis, and the 13/52 cubic yard openback unit mounted on a Leyland Clydesdale chassis. The 16/64 dual-purpose bin hoist with hydraulically operat
ed clamp arms was shown for the first time along with the 19cum (25cuyd) Colectromatic Big Bite. It is claimed to have revolutionised skip handling and can be fitted to a number of chassis in the 24.3 tonnes (24ton) gvw range.
A hydraulically operated rear door is a major feature of the Whale Continental styled com bined sewer-jetter/cesspool emptier named the Jetvac. It has been developed with the aim to reduce capital costs for authorities who have to undertake both operations. It costs a little more than two separate vehicles. The door opening upwards is secured by only four large clamps of a new designwhich reduces the tightening operation considerably.
A wide range of Aqua hydraulic high pressure pumps with throughputs of up to 340 litres/min 1,75gal) at pressures up to 1,400 kg cm sq (20,000psi) are available with tanks up to a total capacity of 20,800 litres 14,600gal). A useful extra facility of a high pressure hand gun can be provided for plant and vehicle cleaning.
Only 1.98m (6ft 6in) wide the Alleycat from Hestair Dennis Ltd, powered by a Perkins 4.236 with an option of automatic transmission, is able to negotiate the narrowest entrances. Still the most popular vehicle in the Dennis range is the Bulkmaster 70 Mk II with an aluminium/steel body and ejection discharge to accommodate up to 7 ton payload. The Mini Bulkmaster only 2.1m (7ft) wide is an intermitend compression type refuse collector based on the purpose built Dennis 13 tonnes 113ton) gvw chassis. It has a capacity of
9.2cum (12cuyd) of compressed refuse and has extras including bin lifting equipment. A gully emptier with either a 3.637 litre 1800gal) or 4,546 litre 11,000gal) is fitted with an
RAL13 air pump to provide rapid vacuumisation The patent syphon positioned at the rear department enables excess water to be drained from the load at regular Intervals for gully sealing.
