Which of the following most accurately describes the problem?

that the Conservative party voted against the previous increases in the motor fuel duty in 1950 and 1951, the British Road Federation not unreasonably hoped that some relief would be provided on this occasion. .

It was therefore with surprise and concern that we learned of their intention to impose a further increase of 7U: a gallon on Motor fuel duty, especially when. just before the Budget the Government had demonstrated its acknowledgment of public feeling against the sharp increase in London Transport fares by disclaiming respon sibility for them." .

Lord Sandhurst; chairman of the British Road Federation, made these statements in a letter sent to the Chancellor of the Exchequer, last week.

In addition to having to bear a heavy burden of taxation, the road transport industry 'was, he continued, denied means for increasing efficiency, because of the delay in effecting road improvements and cuts made in the allocation of cominercial vehicles to the home market.

Lord Sandhurst reiterated the statement that Great Britain was almost alone in levying a duty on oil fuel at the same rate as on light oils. " A concession in this direction would help to prevent a further increase in fares which the .higher duty renders inevIt-able," he stated.
