Which of the following most accurately describes the problem?

BUS SERVICES in Brighton will come in for a big shake-up on April 27. The Traffic Commissioners have approved in full proposals put forward by Southdown, Brighton Hove and District and Brighton Corporation for alternating. These three companies jointly operate the Brighton services on a revenue sharing basis.

The changes were sought mainly because staff shortages have made it impossible for a reliable service to be run at present. Some routes will be altered and many services will be reduced in frequency. One additional limited stop peak hour express will be introduced into Brighton from the perimeter estates.
